By advertising computer merchandise on internet newsgroups, T. Le. has reached millions of internet users, from every state in the US and most other countries in the world. To my knowledge, this is the largest fraud (in terms of the number of people reached, the number of people who lost money, and the involved and the amount of money ever committed.
T. Le. operating by selling computer equipment at reasonable prices. He advertised the sale of computer monitors, motherboards, hard drives, CD-ROM drives, video cards, and memory. He gave very specific details of the hardware, in terms of specifications and condition. he posted notes on the newsgroups "misc.forsale.computers.pc-clone" and others during the time frame of Dec. 6 to Dec. 9, 1994.
T. Le was connected to the internet via "CTS Network Services". He had established an account with an email address of "cailon@cts.com". CTS has been very cooperative in helping to track down T. Le. They have archived all electronic records of this person, and will release the information to proper authorities.
T. Le asked that people pre-pay for the merchandise. Personal checks, money orders, and VISA checks were sent to the Balboa address listed below.

This address is a "Mailboxes Etc."
Many victims of T. Le received empty boxes. Apparently, by shipping an empty box, he was able to provide a UPS tracking number number. T. Le, however, usually shipped the boxes to a an address that was slightly incorrect.. perhaps to increase the time required for the person to receive the box.
